ChromeVox OOBE: during sign in to your Chromebook, prompted twice to enter your email

Issue description

Google Chrome	69.0.3494.0 (Official Build) dev (64-bit)
Google Eve

Steps to repro:
# Powerwash to OOBE
# Turn on ChromeVox using ctrl + alt + z
# Navigate through the screens until you reach "sign into your Chromebook"
# Listen as ChromeVox says "Enter your email Edit text, email entry" 
# Start to type an email address, stopping at the @ sign
# Type any letter after the @ sign
Expected: ChromeVox continues to echo typed characters one at a time
Actual: After typing the character after the @ sign, ChromeVox repeats the prompt up to that point "Enter your email leberly@c Edit text, email entry" 

This interrupts the user in the middle of typing unexpectedly.

Unclear if this is related but when you tab around on this screen and focus returns to this text field, ChromeVox simply says "Chrome". If you tab forward and backwards to the field again, it says Enter your email, Edit text, email entry, is editing. 

If this is a separate bug, please let me know and I will split it off. 
This does not reproduce while adding a user from the login screen, only during OOBE
