Launching multiple terminals and then closing one breaks the others

Issue description

Chrome version: 69.0.3494
OS: Chrome 10883.0.0 (built from my working copy)

Repro steps:
1. Launch the Crostini terminal
2. Go to Terminal icon and select New Window so you have 2 terminals
3. Close one of the terminals
4. Attempt to type in the terminal that is still open

Expected: Typing in that terminal that's still open works
Actual: Typing in that terminal doesn't work

I looked at /var/log/messages and /var/log/ui.LATEST and didn't see anything come up at all. Nothing in journalctl in the container either.

Not sure if this is a crosh issue or a vsh issue; but I'm leaning towards it probably being vsh related.

it seems to be a bug in Chrome's process handling.  i debugged things a bit in  issue 850654  but haven't gotten back to it.  if someone wants to run with it, go for it.
