Address bar font size too small

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3493.3 Safari/537.36

Steps to reproduce the problem:
1. Install Chrome 69 with new material theme

What is the expected behavior?
the same size as previous versions of Chrome

What went wrong?
notice Very small address bar text (see attached screenshot, side by side with Chrome 63)

Did this work before? Yes Chrome 64 (at least)

Chrome version: 69.0.3493.3  Channel: dev
OS Version: Ubuntu 17.10 (4.13)
Flash Version: 

I use i3wm. 
I have set #top-chrome-md to normal and that did not seem to fix the issue (although I'm not sure about #upcoming-ui-features. I'm going to turn that off next, but I want to file this first.

Ok, I disabled #upcoming-ui-features and the font size is still small. (This is a side by side screenshot with Chrome 64.)

Able to reproduce issue on reported chrome version 69.0.3493.3 & on latest chrome 70.0.3501.0 using Ubuntu 17.10. Hence providing bisect information below.
Note: The issue is not seen on windows and Mac.

This is fixed on the latest M69 dev(69.0.3497.12) and below is reverse bisect information
