Once ts_mon metrics are exporting from Perf Dashboard, we should add a corresponding section on ChOps' Viceroy dashboard config to render their charts.

Typically we set up a single template for the overall app, like https://cs.corp.google.com/piper///depot/google3/monitoring/viceroy/dashboards/chrome_infra/Appengine/_monorail.html?g=0 (which itself includes a bunch of standard GAE app metrics from other shared templates).

And then instantiate it once for each environment, like monorail-staging and monorail-prod. Ex of latter:
