setting download folder as "Linux files" doesn't change the storage for screenshots

Issue description

Google Chrome	69.0.3494.0 (Official Build) dev (64-bit)
Revision	e91414c45bcdc6397f1a38faa0c826fbc47cd772-refs/branch-heads/3494@{#1}
Platform	10888.0.0 (Official Build) dev-channel eve

What steps will reproduce the problem?
(1) Enable and activate the linux
(2) Open the settings, change the Download folder to the "Linux files"
(3) Ctrl-F5 to take the screenshot

What is the expected result?
The screenshot file is created into the Linux home directory

What happens instead?
The screenshot file is created under the standard "Downloads" folder

note that it works with Google Drive files since the ChromeScreenshotGrabber takes care of it, but it seems not handling crostini properly?
