WebStateObserver::PageLoaded called unexpectedly

Issue description

When navigating back from a web URL to native content, WebStateImpl::OnPageLoaded() is triggered incorrectly with the web URL at the end of the placeholder item load.

See TODO in NavigationAndLoadCallbacksTest.GoBackToNativeContent.
