CCed Omri for clarification/repro steps.

What we saw here was that a page in the launcher had 0 apps. This should never happen.  
That is, if the last app or folder was moved to a different page or deleted, it would erase that page. 

In the code, I took care of this corner case. I could not repro this. I guess it happened when multiple devices with the same account use the launcher at the same time, which trigger an unknown case.

Can't repro it so removing from the M-70 hotlist.

I would close it since we cannot repro, feel free to reopen if it happens again.
