Issue descriptionChrome: 69.0.3493.3 (Official Build) dev (64-bit) (cohort: Dev) JAWS: 2018 NVDA: 2018.2.1 Steps to repro: # With JAWS or NVDA running, launch Chrome # Visit chrome://history # Tab to the history list # Use arrows to navigate # Notice that you can navigate beyond the bounds of the history list # Notice that each entry appears to have a separate actions button, but in reality only one is on screen # Activate forms/focus mode and tab to the history list # Notice that arrow keys properly navigate and stay in the bounds of the list and that tabbing will bring you to the correct actions button for the focused entry Expected: Forms or focus mode should automatically activate. Actual: The user can only navigate history if they know that they must manually activate forms/focus mode.

Try putting a <div role="application"> around the area you want auto forms mode for.
