A11y: chrome://history there should be a way to undo deleting a page from history

Issue description

Chrome: 69.0.3493.3 (Official Build) dev (64-bit) (cohort: Dev)
JAWS: 2018
NVDA: 2018.2.1

Steps to repro:
# With any screen reader running, visit chrome://history
# Click the 'actions' button for any entry
# Select remove from history

Expected: A confirmation message or an undo option to prevent a user from accidentally erasing their history

Actual: Entries are cleared with no warning.

There is already a confirmation dialog. See screenshot where I have selected 3 items and then clicked "Remove". Same confirmation dialog shows up even if I select a single history entry.

The confirmation is shown when removing the selected items when clicking the toolbar delete button. I think showing a toast with the number of history entries that were deleted along with an undo button is reasonable. See https://crbug.com/866563#c8.
