Sheriff-o-matic fails creating bug with error 400:

Every time I try to file a bug with sheriff-o-matic I get the error:

Error trying to create new issue: unexpected status "400 Bad Request". Response: {"error": {"message": "Message IssueWrapper is missing required field projectId"}}

This was the result of a Monorail API change. There's an inflight CL to fix this.
