Issue description

Chrome: 69.0.3493.3 (Official Build) dev (64-bit) (cohort: Dev)
JAWS: 2018
NVDA: 2018.2.1

Steps to repro:
# With any screen reader running, visit chrome://extensions
# Click the 'details' button for any extension
# Press insert+t
# Screen reader reads the title as 'Extensions'

Expected: A meaningful title such as 'Extensions - <extension-name> details'

Actual: The title does not indicate the purpose of this page.

Reproduces with ChromeVox, also reads "Extensions". I announced the title by turning on ChromeVox with ctrl + alt + z then using search + . to bring up the menu. I selected announce title.
