No way to stop Text to speech after voice search

Issue description

App Version: M70.0.3501.0 canary
iOS Version: 11.4.1, 12.0
Device: iPhoneX, iPhone6s
URL: na

Steps to reproduce:
  1. Launch Google Chrome
  2. Perform Voice Search for "What is the time now"

Observed results: Observe that Text To Speech reads the results, but there is no way to stop reading.

Expected results: Provide a way to stop.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes

I believe this was a conscious choice as a side effect of deciding to remove the voice button from the secondary toolbar.  This is also how Clank behaves.  Assigning to Pete to see if this is something we have a UX solution for.

Pete: I think we had discussed this issue you had proposed a solution for it but I can't remember it now. Was it changing the share icon to a muted speaker in constrained width and changing the microphone to a mute speaker in regular?
