Steps to reproduce:
# Go to Chrome menu > Help > Report an issue or use alt + shift + i
# Turn on docked magnifier via Accessibility Settings or by using ctrl + search + d
# Examine the bottom of the dialog
Expected: cancel and send buttons below/not blocking the text underneath
Actual: unable to read the legal disclaimer since buttons cover it
