A11y: chrome://downloads JAWS focus is lost when removing individual downloads

JAWS: 2018
NVDA: 2018.2.1

Steps to repro:
# With JAWS running, visit chrome://downloads
# Tab to the remove button next to a download and press it
# Press insert+up arrow to read the current line
# Use arrow keys to determine focus

Expected: Focus would move to the next download in the list
Works as expected in NVDA

Actual: JAWS loses focus and resets to the top of the virtual buffer

Also reproduces for Chrome OS, focus lands on the downloads heading after deleting a download.  
Google Chrome	69.0.3497.35 (Official Build) dev (64-bit)
