Bookmarks promo overlaps folder cells

Repro steps:
1) Wipe the simulator.
2) Place a breakpoint in testNewFolderNameCommittedOnNavigatingAway, somewhere in the middle, after setupStandardBookmarks.
3) Run that test, then kill the app when it hits the bookmark.
4) "Run" ios_chrome_bookmarks_egtests.
5) Open the bookmarks panel.

In this state, I can consistently get the Bookmarks promo cell to overlap with the "Mobile Bookmarks" folder cell, hiding that cell completely.
