Animation issue when opening a new incognito tab

Issue description

With UI Refresh enabled

What steps will reproduce the problem?
(1) Open a New Incognito tab

What is the expected result?
The final state of the incognito view when it is appearing should be the same as the view being displayed.

What happens instead?
There is a visible jump between the two.

Left as untriaged for priority assessment.
