OS: Mac (10.12.6, 10.13.1, 10.13.6, 10.14)

Steps to reproduce:
1. Launch chrome and navigate to chrome://flags/ page.
2. Enable the flag "Use Views browser windows instead of Cocoa." from chrome://flags and Relaunch Chrome.
3. Now Observe the Bottom Separator line of 'Set as Default' info bar.

Actual Result: Bottom Separator line of 'Set as Default' Info bar is missing. 
Expected Result: Bottom Separator line of 'Set as Default' info bar should be seen properly with shadow.

This is a Regression issue seen from 'M-69' and will provide the bisect info soon:
Good Build: 70.0.3500.0 (Revision: 577101)
Bad Build:  70.0.3501.0 (Revision: 577393)

You are probably looking for a change made after 577333 (known good), but no later than 577334 (first known bad).
