I can definitely reproduce this if you first click fullscreen and then play the video. Cannot reproduce in Canary. Chrome 70.0.3501.2. Reporter can you confirm that? If so then we can probably do a bisect to see what fixed it.
I've installed Canary. Chrome 70.0.3501.2.
Problem stil exists in Canary. Chrome 70.0.3501.2.

Unable to reproduce the issue on reported chrome version 67.0.3396.99 and on the latest canary 70.0.3501.2 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Navigated to http://projects.speak.nl/video/
3. Clicked on Fullscreen -> Played the video
We observed the video playing properly without any issues. Attaching the screencast for reference.
Note: No such behaviour was observed on reported 67.0.3396.99 as well as latest canary 70.0.3501.2 or 65.0.3325.181 from our end.

@Reporter: Not sure but this could be related to GPU, could you please attach your chrome://gpu for trying a repro on the same.

Thanks!
