chrome://settings/siteData shows trailing commas

What steps will reproduce the problem?
(1) visit chrome://settings/siteData
(2) notice that some entries have a trailing comma

What is the expected result?
No trailing comma. This works correctly in 67.0.3396.99

What happens instead?
There is a trailing comma for a few entries

edition.cnn.com seems to create this state just by visiting it (and accepting the cookie banner if you are in the EU ;) )

I did a bisect: 

You are probably looking for a change made after 575094 (known good), but no later than 575101 (first known bad).
