"View in Developer Tools" button is not available on 'Errors' sub-page in chrome://extensions.

Issue description

Chrome Version : 70.0.3501.0 (Official Build) 5437941df764183b1776e37da065505ad660f1c0-refs/branch-heads/3501@{#1} 32/64 bit
OS : Windows (7, 8, 8.1, 10), Linux (14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://extensions and enable "Developer mode".
2. Click on "Load unpacked" button and install an extension for which errors can be found. (Eg.: "Bad API Permissions Runtime Error" extension)
3. Click on the "Errors" button and observe.

Actual Result : "View in Developer Tools" button is not available on 'Errors' sub-page in chrome://extensions.

Expected Result : "View in Developer Tools" button should be available on 'Errors' sub-page in chrome://extensions.

This is a Non-regression issue seen from M-69 series build #69.0.3497.0 , since the 'Error console' was not enabled in previous builds hence navigation to the 'Error sub-page' was not possible in old builds.
