Remove orphaned legacy supervised user profiles

Issue description

In M70, we stopped opening legacy supervised user profiles on Desktop. We should eventually remove the orphaned profiles from disk (after giving users a bit of time to recover any data they might have missed to migrate)

jochen, can you confirm that supervised users are no longer visible on desktop? How was this implemented?
See  issue 866578  for adding the deprecation notice, and  issue 865157  for disabling the feature on desktop. And for good measure, I added a CHECK() that parent profiles don't exist anymore: https://chromium-review.googlesource.com/c/chromium/src/+/1292872

The tl;dr of the changes is that Chrome now just pretends that supervised profiles don't exist, and parent profiles are automatically unlocked (turning them into regular profiles)
