Steps:
# Turn on dictation using Accessibility Settings
# Put focus anywhere that is NOT an editable area
# Start dictation by clicking the icon or search + d
# Say anything
# Stop speaking
# Click on an edit field while the dictation icon is still showing as invoked
Expected: Dictation enters what I start dictating at that point
Actual: Dictation enters everything I said since turning on the feature all at once

(This is likely related closely to another bug but doesn't seem like a direct dupe at this time, I'll let the dev compare root causes and dupe out if needed.)
