After deleting VM, can't turn off Linux

User deleted a vm via "vmc destroy", then went to settings and tried to disable Linux. It hangs.

This hang is probably another manifestation of https://bugs.chromium.org/p/chromium/issues/detail?id=865246

if the user had previously encountered problems starting crostini. In this case, the attempt to delete will be queued behind the never ending attempt to start crostini. (At least, this is what happened on my local build).

As for using "vmc destroy" and expecting that the UI knows about it, we need a way for crosh or the underlying vc_concierge to inform chrome of such changes, because we're essentially going behind the UI's back.
