User is informed that voice data is sent to Google when dictation is enabled. The first time a user enables dictation from the status tray, there is a dialog. There is similar text under the setting at chrome://settings/manageAccessibility. This was approved by privacy; see https://bugs.chromium.org/p/chromium/issues/detail?id=850690
