Dictation: short utterance leaves dictation in on state but not listening

Issue description

Google Chrome	69.0.3494.0 (Official Build) dev (64-bit)
Firmware Version	Google_Lulu.6301.136.57

Steps:
# Turn on dictation using Accessibility Settings
# Put focus anywhere that contains a text field such as the Omnibox
# Start dictation by clicking the icon or search + d
# Utter a very short word such as "bee"
* Note that your short utterance may or may not be recognized, but even if it is not recognized, the rest of the bug still happens (related to this bug: 866740)
# Wait 10 seconds, seeing that the feature is still invoked, and start speaking
Expected: if dictation is on, microphone/feature is listening
Actual: feature stays on indefinitely (in the UI it appears to be invoked) but stops listening to new speech
 
 
Might be same root cause/dupe of 866746
Note that this bug does NOT repro if I am making a long series of repeated short word utterances. I did two trials where I said the word "test" 40 times in one dictation session (speaking quickly, without turning off the feature at all between utterances). In the first trial it was recognized 39 times and in the second 40 times so that works as expected.
