Dictation: short utterance leaves dictation in on state but not listening |

Note that this bug does NOT repro if I am making a long series of repeated short word utterances. I did two trials where I said the word "test" 40 times in one dictation session (speaking quickly, without turning off the feature at all between utterances). In the first trial it was recognized 39 times and in the second 40 times so that works as expected.
