Dictation not recognizing short utterances ~50% of the time

Issue description

Google Chrome	69.0.3494.0 (Official Build) dev (64-bit)
Firmware Version	Google_Lulu.6301.136.57

Steps:
# Turn on dictation using Accessibility Settings
# Put focus anywhere that contains a text field such as the Omnibox
# Start dictation by clicking the icon or search + d
# Utter a very short word such as "bee"
Expected: Always recognized, even if it is incorrect.
Actual: only recognized about 50% of the time

First set of trials: say the word "bee" 10 times, making sure the feature either turns off by itself or I manually turn it off between trials. I count a wrong word as still being recognized ("babe" or "faith" were frequent interpretations).
Recognition rate: 6/10 times

Second set of trails: same as first set only using the word "cap"
Recognition rate: 4/10

Third round of trials: word "top"
Recognition rate: 6/10
