RFE: allow password manager to associate comments with saved passwords

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Have Chrome store a password for a site
2. Go to the password manager (chrome://settings/passwords)

What is the expected behavior?
There should be some way to associate a user defined comment with the saved password.

What went wrong?
There is no way to associate a user defined comment with the saved password.

Did this work before? No 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: Fedora 28
Flash Version: 

I know that there's extensions that can do this, but it would be nice for this to be a feature of Chrome itself.
