Disable the text input in overview when it is in tablet mode

Issue description

It is hard for user to trigger text input in overview grid if it is in tablet mode (except plug in an external keyboard?).

The text input widget will be set as the active window after enter overview mode.
Drag a window from top of the display in tablet mode will enter overview mode at the same time. It will be better to keep the dragged window as the active window in this case.

So we want to disable the text input in overview when it is in tablet mode.

Sebastien was OK with removing this for tablet mode back in issue 823527 but we found a better fix. So I think its OK.
I thought Omri wanted to remove this feature completely.
If not, we may need different solution.
This feature is barely used and it looks like most times it's used users get into a bad state, I tend to agree on deprecating, but need to look more into it to make sure the above statements are correct.
