Issue descriptionVizHitTestDrawQuad finch experiment changes where we do hit-testing and can be turned on in chrome://flags. It is currently turned on on other platforms except ChromeOS. This is a tracking bug for QA testing on ChromeOS devices.

All the changes are in M68, can we test on M68 canary and dev, and if it goes well, beta? For verification steps, it would be test on hit-testing ChromeOS special cases and verify that events go to the correct place/ window. Thanks!

Completed hit-testing verification on Chrome OS on M68 build (10718.69.0, 68.0.3440.83) with --enable-features=VizHitTestDrawQuad covering scenarios like browser testing, sign in sanity, display rotation, changing display size, external monitor, basic chrome apps testing. Functionality is working fine on Chrome OS.
