a11y: chrome://downloads, More actions dialog has no title.

Steps to repro:
# With NVDA or JAWS on, visit chrome://downloads
# Tab to the more actions button and press it
# The menu with 'Open downloads folder' and 'clear downloads' should appear
# Press insert+t to read the title of the dialog

Expected: Screen reader should announce something like 'downloads - more actions dialog'

Actual: JAWS reads only 'dialog'
NVDA reads the title of the underlying downloads page.

This does NOT repro in Chrome OS, more actions dialog has the title of More Actions.
