What steps will reproduce the problem?
(1) login, wait for some notifications (or create some by taking screenshots)
(2) ctrl-shift-s to open the uber tray
(3) hit tab key multiple times

What is the expected result?
Keyboard focus rectangle (the blue rectangle) moves to the focused notification

What happens instead?
Maybe the keyboard focus goes to the notification area, but the focus rectangle does not appear at all. The keyboard focus seems gone.
