Troubleshooting reports that we're translating content from and to the same language

Issue description

There've been reports that we're translating le parisien articles from french to french.

1) Add a check right before we send content to the translate server to abort if source and target are the same

2) Create UMA metric to log when source and target language are initially set to the same thing to make sure this isn't happening 
 
Also: check if something weird is happening on specific platforms 
1) Can you check that we're not offering translations for sub-locales to the parent language and add an explicit check that aborts the decision to show the translation UI in this case?
One exception to this rule will be Chinese.
2) Can you check that we do the right thing for xhtml docs? In Ariane's example we seem to ignore the xml: lang tag.
