Dictation: dictation turns off if trying to dictate with ChromeVox enabled, no headphones

Issue description

Chrome Version:	69.0.3494.0 (Official Build) dev (64-bit)
CrOS Firmware Version:	Google_Eve.9584.160.0

Steps to repro:
# Enable Dictation via Settings > Manage Accessibility Features or Status tray > Accessibility
# Enable ChromeVox with ctrl + alt + z
# Put focus in any text field such as Omnibox 
# Press ctrl + d
# Speak into microphone 
Expected: either works or you receive a prompt to put in headphones 
Actual: Dictation feature shuts off (and only partially shuts off per  bug 865260 )

# Attach headphones
# Turn dictation feature back on, keep ChromeVox on
# Put focus in any text field such as Omnibox 
# Press ctrl + d
Works as expected, text is entered

With fix for  bug 865260  (currently in review), this issue no longer reproduces.
