Steps to repro:
# Enable Dictation via Settings > Manage Accessibility Features
# Open the browser with focus in the Omnibox (or any text field)
# Press ctrl + d to start dictating. 
# While speaking, try editing or deleting the words appearing in the text field
Expected: able to edit
Actual: unable to change or edit 

I feel this is a borderline works as intended observation. I'll let the dev decide, please close as WontFix is WAI.
