Win10 FYI Exp Release (Intel HD 630): Not enough capacity for WebGL2 Conformance Tests

The Win10 FYI Exp Release (Intel HD 630) bot ( https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Win10%20FYI%20Exp%20Release%20(Intel%20HD%20630) ) is failing webgl2_conformance_tests with 4 out of the 20 shards timing out due to lack of capacity.

In general: file a Build Infrastructure type ticket, component Infra>Labs, describing the restart request and providing links. I just did this in Issue 866572.
