Fixed Background inside an absolute block is buggy

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Open the HTML page attached to the bug report
2. Scroll to the bottom of the page
3. Observe the problem, the fixed background images are going down while scrolling.

What is the expected behavior?
The fixed background should be fixed and should not go down.

What went wrong?
While we scroll, the image goes down instead of remaining fixed. You can check the behavior on firefox and chrome on the attached video

The problem is solved in version 68.0.3440.75
