Regression : Unnecessary 'Sign in to another user...' tool tip is seen at Uber Tray |

Issue descriptionChrome Version: 70.0.3499.0/10902.0.0 dev channel Daisy,Kip and Reks OS: Chrome What steps will reproduce the problem? 1) Sign in to user(Ex:A account) -> logout -> sign in to another user(Ex:B account) -> Go to Uber tray -> click on user I'd -> observe 'Sign in to another user...' option is seen for Multiple sign-in 2)Now hover mouse pointer on option and observe unnecessary 'Sign in to another user...' tool tip (Please refer Video and Screenshot) Expected: Unnecessary 'Sign in to another user...' tool tip should not be seen Actual: Instead unnecessary 'Sign in to another user...' tool tip is seen This is a Regression issue as issue is working fine in 69.0.3457.0/10784.0.0 dev-channel Reks @tetsui : please confirm the Issue

Tooltip is not needed for the "sign in another user..." button because it's same as the label itself. The default behavior of the label can add tooltip with the label text only when the label is truncated.
