Regression : Uber tray is not seen after clicking 'Enter' from Keyboard when focus is at Uber Tray in Lock screen

Chrome Version: 70.0.3499.0/10902.0.0 dev channel Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> click on Uber Tray -> select 'Lock' option 
(2)In Lock screen press 'Tab' key until focus is on 'Uber Tray' -> click 'Enter' from Keyboard -> observe unable to open Uber tray and tab focus shifts to Dropdown of User
(Please refer Video)

Expected: Uber tray should be seen after clicking 'Enter' from Keyboard when focus is at Uber Tray
Actual: Instead tab focus shifts to Dropdown of User

This is Regression Issue as same is working fine in 69.0.3494.0/10893.0.0 dev-channel Kip
