Regression : Chrome becomes unresponsive after changing Display Size in chrome://settings/display page

Chrome Version: 70.0.3499.0/10902.0.0 dev channel Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> go to chrome://settings/display page -> now at 'Internal Display' try to change Display Size i.e. change from Tiny 100 % to 110 % and again try to increase or decrease and observe unable to change
(2)Observe chrome becomes unresponsive -> now shut down and try to turn on -> observe unable to turn on
(Please refer Video)

Expected: Screen size should get increase or decrease according to change in Display Size
Actual: Instead chrome becomes unresponsive

This is Regression Issue as same is working fine in 69.0.3493.0/10887.0.0

Highly unlikely that this is a settings bug if the entire device becomes unresponsive.

I am unable to reproduce this on eve, 69.0.3494.0.
