Issue descriptionChrome Version: 69 OS: Chrome What steps will reproduce the problem? (1) Open incognito (2) Visit a website that uses a policy-configured trust root (3) Observe the enterprise icon in the security indicator (4) Close incognito (5) Visit any website in normal mode What is the expected result? The enterprise icon shouldn't be displayed in the security indicator. What happens instead? The enterprise icon shows in the security indicator.

It seems that incognito should use an ephemeral copy of prefs::kUsedPolicyCertificates instead of sharing it with the main profile.
