enterprise icon security indicator propagates outside of incognito profile

Issue description

Chrome Version: 69
OS: Chrome

What steps will reproduce the problem?
(1) Open incognito
(2) Visit a website that uses a policy-configured trust root
(3) Observe the enterprise icon in the security indicator
(4) Close incognito
(5) Visit any website in normal mode

What is the expected result?
The enterprise icon shouldn't be displayed in the security indicator.

What happens instead?
The enterprise icon shows in the security indicator.

Thank you, I move myself from owner to CC, to increase the chance of faster fix.
It seems that incognito should use an ephemeral copy of prefs::kUsedPolicyCertificates instead of sharing it with the main profile.

Remove policy preferences from incognito whitelist.

Policy preferences are removed from the persistent storage list for
incognito mode.
This means that after this CL, these preferences are only stored in
memory in incognito mode.

I cannot verify. The issue is still present on 71.0.3575.1.
