Non-Regression: Keyboard icon is seen missing in OOBE/Ubertray when language is in Arabic

Issue description

Chrome Version: 70.0.3499.0/10902.0.0 dev channel Daisy,Kip,Reks
OS:chrome OS

What steps will reproduce the problem?
(1)Recover Build >> In OOBE, from Choose the language and keyboard section change the language to Arabic
(2)Open Ubertray and observe for Keyboard icon

Actual: Keyboard icon is seen missing in OOBE/Ubertray when language is in Arabic
Expected: Keyboard icon should be seen in OOBE/Ubertray when language is in Arabic

Raising this as a Non-Regression issue seen from M-69 as it is new UI of ubertray.

Note:

1.Issue is working fine for Signed in user when chrome display language is changed to Arabic i.e, able to see Keyboard icon in Ubertray.
2.Able to see the Keyboard icon in OOBE/Ubertray when language is in English

I think this is WAI because there is only 1 keyboard in this case.

During OOBE, the user has only the keyboards for the chosen language.
It gives multiple keyboard choices (e.g. dvorak) when the language is English.
It only gives the Arabic keyboard when the Arabic language is chosen.

After signed in, the user may have other languages installed, thus having more choice of keyboards also for other languages.
This can also be seen in the "expected" screenshot.

Is it intended not to show keyboard menu in the tray bubble when there is only 1 keyboard available?
Behavior described in #6 seems right. In the case described in #0, was the old sys tray showing the keyboard sub-panel for 1 keyboard?

Reassigning for question #7.
I haven't dug into old revisions, but from the current code I guess it's not been showing keyboard in the old sys tray in this case.
Got it, just wanted to confirm. I don't think we should introduce this. Sub-panel should remain hidden as long as we only have 1 language.
