Unexpectedly triggered slide and long press actions when moving through keys |

Issue descriptionChrome Version: 69.0.3497.0 OS: Chrome OS What steps will reproduce the problem? (1) In US compact qwerty layout, touch Shift key and move to a letter key in top row (2) continue moving finger away from the top row letter key What is the expected result? The key highlight remained on that letter, as if the touch pointer is being captured by that key in response to its SLIDE_UP action What happens instead? When not actually sliding up on the letter key, key highlight should follow the moving finger. Related: the time threshold for triggering long-press should be lengthened when the touch pointer is moved in.
