Add CoreAaudio API sandbox test

Add browsertest to verify that the CoreAudio APIs used by audio service can be accessed in sandboxed mode.

IMO, the CoreAudio API interactions have gotten sufficient testing in all Chrome channels, currently running in stable experiment, hence I think this issue is no longer needed. Please feel free to reopen and reassign if necessary.
