HW, Voiceinput even disabled while adding person's account.

REPRO STEPS:
1.Add person.
2.Focus on the account(mail) input-box.
3.Check Keyboard UI.

Actual result:
Hw,Emoji,Voice icons are disabled.

Expected:
They're should not be disabled for the account(mail) input-box.

Those seems to be also disabled in old UI, can you help confirm? @xiulingw

Status: WontFix (was: Assigned)
in lock screen, should show old UI, how can you show the new UI.

By the way, in old UI, emoji/voice/hwt are also disabled.
