Gesture function should not works for Hindi transliteration keyboard when switch from xkb layout

Input tools version: 
9999.0.20180720.205380800

Steps:
1.Go to any xkb layout
2.Switch to Hindi transliteration layout
3.Drew sth


Actual:
Gesture function works 

Note:
If switch from non-xkb layout to Hindi transliteration layout

Check it in 70.0.3505 canary 10929 bob

This issue not repro, 
But when from xkb keyboard switch to Japan keyboard, Japan input(for us or japanese) keyboard , this issue repro ;

Please make mozc_jp and mozc_us don't share us input bundle any more.
Remove accent and gesture handler.
