Hindi transliteration layout should not display compact layout in input view layout

Input tools version: 
9999.0.20180720.205380800

Steps:
1.Go to Hindi transliteration keyboard
2.Check its UI


Actual:
Its UI display compact layout ,this is incorrect

It's by designed. We decide to show compact layout for LTR transliteration languages in normal mode (non ally mode)
