Regression : Red Underline is seen for entered word in 'chrome://settings/editDictionary'.

Issue description

Chrome version :70.0.3499.0 (Official Build)  11c7db6d243ecb1749a9b6e0adce17670a0c2d58-refs/branch-heads/3499@{#1}(32/64-bit) 

OS: Windows (7,8,8.1,10) OS

What steps will reproduce the problem?
1.Launch chrome and navigate to 'chrome://settings/editDictionary'.
2. Now enter any word(any language name i.e hindi ,marathi,english) and observe.

Actual  :  Red Underline is seen for entered word(ex. enter any language name such as 'hindi','english','marathi') in 'chrome://settings/editDictionary'.
Expected: Red Underline should not be seen for entered word(i.e entered word  should not be case sensitive) in 'chrome://settings/editDictionary'.

This is a regression issue broken in ‘M-68’ and below is bisect info.
Good build: 68.0.3401.0 
Bad build: 68.0.3402.0 

Unable to perform bisect using per-revision-bisect so providing narrow bisect

You are probably looking for a change made after 552354 (known good), but no later than 552359 (first known bad).

Note: Issue is not seen on Mac(10.12.6,10.13.1,10.13.6,10.14) and Linux(14.04  LTS)OS

Update:

Rechecked the above issue on Windows (7,8,8.1,10) OS using latest canary build #70.0.3501.0 and issue is fixed. Red underline is not seen for entered word  in 'chrome://settings/editDictionary'.
