Cannot switch window while focusing on PDF

Issue descriptionChrome Version : 67.0.3396.99 OS Version: OS X 10.10.5 URLs (if applicable) : https://services.google.com/fh/files/helpcenter/chrome_browser_windows10_migration.pdf Other browsers tested: Add OK or FAIL after other browsers where you have tested this issue: Safari: OK Firefox: OK What steps will reproduce the problem? 1. Open a page which filetype is PDF. (Window A) 2. Open a new window. (Window B) 3. Press the shortcut key to switch a window. (In my environment, Command + F1(Move focus to next window)) You will see PDF page(Window A). 4. Press the shortcut key one more time(Command + F1). What is the expected result? Window B is displayed. What happens instead of that? Window A remain displayed. Please provide any additional information below. Attach a screenshot if possible. If you focus on address bar on step 4, you can switch window by shortcut key.

Maybe handleKeyEvent_() is eating the keyboard events.

Hmm, I tried again now on the same Mac and I can't reproduce this. :-\

OK, in order to consistently repro this for me, I have: step 0: Restore keyboard shortcuts to the default in System Preferences. step 2.5: Set the "Move focus to next window" shortcut to CMD + F1. When the shortcut is CMD + F1, handleKeyEvent_() gets an opportunity to handle the event, though it does not. When the shortcut is CMD + `, handleKeyEvent_() does not run at all. So likely this is an issue elsewhere in the Mac keyboard handling code. It just happens to manifest with the PDF plugin.
