cursor:pointer does not work on Google Chrome but works on FireFox and Safari

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
Chrome Version       : 67.0.3396.99
OS Version: OS X 10.13.5
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: OK
    Firefox: OK
    IE/Edge: 

What steps will reproduce the problem?
1. cpy the atttached file and run it on chrome browser ( runs with feather light and skeleton css )

What is the expected result?
 the cursor should turn to pointer

What happens instead of that?
 cursor does not turn to pointer.

Can you try with Chrome 68?  When the page loads, I see a hand pointer.  If I move my mouse around it changes from a pointer or an I-bar depending on where on the page I am.

Unable to reproduce the issue on reported chrome version 67.0.3396.99 using Mac 10.13.5. Attaching screen-cast for reference.
Steps:

1. Launched reported chrome 
2. Downloaded .html file and opened in new tab
3. Moved cursor on the browser elements 
As we are observed that Cursor changes depending on link and text. (I-bar, hand and Pointer)  

Note:Can you please respond to comment# 2

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here and Request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists.

There hasn't been a successful reproduction of this issue on our side. Closing this issue for now as there wasn't any feedback from the reporter. Reporter, if you happen to get some update and see the issue again please provide more details on how to reproduce the issue and also a screen recording would be very helpful.
