MacViewsBrowser: New foreground tabs may show a recycled tab rather than blank before page load

Chrome Version       : 70.0.3499.0
OS Version: OS X 10.13.5

What steps will reproduce the problem?
0. I don't know. Somehow my Canary got into this state. I haven't managed to repro it again.

Note the contents that loads briefly is a tab that I've closed.

If I open a new window, tabs load normally in that window.

But, even after doing that, opening new tabs in the wonky window continue to flash that same, closed tab.
